[PATCH] CTDB conf file loading fixups (bug #13589)

Some conf file loading fixups, mostly to improve the logging when
loading a configuration file with invalid options.

We might as well backport these to 4.9, so I've included the bug tag
for the bug that we've already pushed some config improvements on.

Please review and maybe push...
