Gary thought he did reproduce it under load (while working), but
naturally like all load-induced things it went away again.

That is the important thing we have found, our cloud finds almost all
flapping tests more often than sn-devel, not just because of how often
we run stuff, but because in general a cloud environment has higher
latency to storage (Catalyst uses CEPH for example) and there are other
users on the same hyper-visor.
