[PATCH] WHATSNEW: mention improved sparse file support

This change adds an entry to the release notes describing the newly
added FSCTL_SET_ZERO_DATA and FSCTL_QUERY_ALLOCATED_RANGES support.

Please push for 4.3.

I haven't added an entry for the remote snapshots (FSRVP) server
functionality, as the lack of DCE-RPC mgmt inq_princ_name means that it
can't yet be utilised remotely by DiskShadow.exe.
