python api for user add

I'm looking at samba-tool and hoping there is an api I can call from python
that would have the following:
1) check if an account exists
2) create one
3) disable an account

I found an ancient presentation by Jelmer Vernooij around 2008 -- but I
think much has changed system them.

any api documentation available ? Please advise.
