[PATCH] Remove autoconf build system from libreplace (except as required to support autoconf samba)

This patch removes the autoconf build system from libreplace.  

The projects that use librepace (other than the autoconf build) always
use the waf build.  By providing only a waf build for 'standalone'
libreplace, we are consistent with the other waf-only libraries.

The only user of libreplace.m4 (which remains) is the samba autoconf
build.
