No, this is referring to the Samba suite, not the smbta tool.  e.g. on
my Ubuntu system, "man 7 samba" brings up a man page that says:

SAMBA(7)                          Miscellanea                         SAMBA(7)

NAME
       samba - A Windows SMB/CIFS fileserver for UNIX

SYNOPSIS
       samba

DESCRIPTION
       The Samba software suite is a collection of programs that implements
[...]

Also, "man smbd" says:

[...]
DESCRIPTION
       This program is part of the samba(7) suite.
[...]
