The problem is that libdcerpc is the Samba4 RPC stack, while
dcerpc-binding is shared.  Now that doesn't matter to OpenChange, but it
makes it a challenge for our internal use, because we have the s3-waf
build to consider. 

I would like to see us phase out the s3-waf build, which might then
allow us to avoid publishing distinct libraries here.  I'll see if I can
write up a more full proposal for that in the next little while.
