Infrastructure to remove inbuf/outbuf

Hi!

Under http://samba.org/~vlendec/inbuf/ find a patch together
with its history (which can certainly be shaped up) that
adds infrastructure to smbd that gets rid of the global
InBuffer/OutBuffer. As a sample call I converted
reply_close() to the new API. I'm now working on
reply_negprot to actually prove that I can live without the
globally available buffers.
