NBT-WINSREPLICATION test

Can you see if you can find some places where you can shorten the
NBT-WINSREPLICATION test when torture:quick is set? It's being run as
part of 'make quicktest' and its a rather slow test.

The new approach we have is instead of disabling tests completely, we
just make them run faster (by skipping some parts) when
torture:quick=yes is set.

I'd like to get 'make quicktest' back below 30 seconds if
possible. The NBT-WINSREPLICATION test isn't the only culprit :)
