Account can only be used to login one at a time

The only other gripe I have with VL's patch is that it assumes MS will
never use that particular account control bit.  now, that's a pretty
good bet as it's old NT4 stuff, but anyway.  If we were to make the
assumption that adding bits there didn't matter, we could also add a
'user may not change password' bit, like TNG has.
