Ok, what have I tested: I set up a replicated LDAP server with a correct
updateref. Then I set up a PDC/BDC arrangement which worked fine. Then I
directed a smbpasswd -r BDC. The BDC ldap server sent an update
referral pointing to the PDC's LDAP server and Samba correctly followed
that referral. This has been compiled using debian's libldap 2.0.23, the
ldap server is latest openldap 2.1.21.

From my point of view this works, testing other LDAP implementations is
somewhat more difficult for me.
