Distance and Hardware

Evening All. I think my limits of a Wireless LAN are pretty bad. But anyways
I have direct line of site of the place I wish to connect to.
But.........
It is 23 Kms away. Willunga Hill and Sheidow Park. What hardware and
antenna's would be able to
connect these locations if possable?
Apparently 21dB Gain.
