(Q) Running a program if and only if connected

Probably a very elementary question ...

I want to run a program on my laptop when I switch on
if and only if it is connected to my desktop.
What is the best way to do this?

At present I have rather a complicated script in /etc/rc.d/rc.local
(under RedHat-7.3) examining the output of "iwconfig eth0",
but I'm sure there must be a better way than that.
