[Oz-ISP] Wireless internet != carrier!

This does not seem to be as good as it sounds. The problem is that it
basically this makes wireless the same as wired networks. 

However the 500m rule still applies... Basically if you cross property
boundries and more than 500m (from memory) you still need to apply for a
carrier license. It just saves a internet café, not a wireless ISP
