You are confusing wireless tools with wireless extensions. Wireless tools
are in version 25, while the wireless extension are in v. 15. If you want
to upgrade 2.4.19 kernel  to support wireless extension 15, you have to
patch the
Kernel, following the directions in
http://www.hpl.hp.com/personal/Jean_Tourrilhes/Linux/Tools.html
