This only applies if you're running your network for profit, with 
(paying) customers.

In a volunteer network, there is no profit being made (in fact, no money 
changing hands).

Since you aren't a telecommunications industry, you do not fall under 
the purview of the TIO.

Until you have customers, or start providing through traffic, you're 
only answerable to the ACA if your signal strength is too high, or if 
your equipment interferes with other people's equipment.
