But things get messy with the TIO if you do join. There will be people
who are unhappy with the wireless access... They will think that you are

	a) Should provide them access to the network
	b) Charge too much, or do not provide the required service
	c) Disagree with your management technique

Then you pay. And Pay.

The TIO gets their money by working out how much the TIO cost to
operate, and then divides this by the number of complaints at various
levels. It would not surprise me if there was a minimum of 25/quarter
that were free, but basically it is real user pays... And telstra tends
to actually pay their fare share. If you happen to get a really high
escalation of call for some reason you could blow your entire budget...
I seem to remember something about the high level escalation costing
thousands.

So basically the TIO is an organisation to stay away from...

This is where you start to get trouble with the law. The carriage of
third party traffic (over the airways) for a fee requires you to have a
carriers licence ( I think that will cost you around $10,000). You are
also then classified as an ISP and as such required to be a member of
the TIO (thankfully that is free).

Simple isn't it ....
