Hallo Uwe,
Does not really sound like a SAMBA problem to me, more like
a "check your Win2k security policies".
Mind you, there is a reason for that users need local admin
privileges in order to change proxy server etc. Depending
on how well you know your users, and how much you trust
them, I am not really sure whether I would allow them to
temper around with those settings... :o)
