User permissions on W2K Clients with Samba PDC

I am running a Samba PDC (2.2.8a) on Linux.
It serves (mainly) W2K clients.
On W2K client PCs, domain users may log on.
But as long as they are not added to the local user list on the respective PC,
and granted local Admin rights, they are not able to do certain things, for
example to set some IE options (proxy configuration).
I think it is not nice if one has to set up the domain users on each PC a second
time, isn't it.
Any idea to get around this feature ;-) ?
