[Samba] Missing Policies folder in AD and /var/lib/samba/sysvol

How many DCs do you have ?

When you provision the first DC in a domain, sysvol is fully populated
with the default GPOs, but this does not happen when joining additional
DCs, you are meant to sync them from the first DC.
