The Windows advanced ACL dialog window has a combo box for restricting 
permissions if you want to do it easily. IIRC denying permissions take 
priority over granting them.

Note: I find unpractical to restrict only delete permissions and 
granting everything else. Nearly all editing software create temporary 
files and use a rename to replace the old file, this guarantee the old 
file isn't lost if the file save operation fails. The old file replaced 
by the rename is deleted and if you don't have permissions to delete, 
you will not be able to edit files either.

In other example, users may not be able to delete files but they can 
still truncate them to zero.
