What matters is that you need to tell Windows what 'computer' to use as
a time server, whether the computer has a fixed IP or gets its IP data
from a dhcp server.

It seems that the preferred way on a Windows client is to use a GPO
(which probably changes a setting in the registry).

In my opinion, this has nothing to do with Samba or any of the Linux
tools.
