OK, after a bit of investigation, I now believe this is a bug, but not a
Samba bug.

If you read the Debian Samba package changelog, you will find this:

  * smb.conf: Fix "usershare max shares" default (patched to 100
    instead of 0)

So, Michael, would you like to patch it back again, it was set to '0'
for a reason.

If the server is going to allow usershares, it should be up to whomever
sets up the Samba server to set the maximum usershares shares.
