The problem with turning off a DC and leaving it off for a period of
time is replication. Any other DC's will try to replicate to the DC
that is turned off and there is always the chance of accounts
etc that have been deleted on the running DCs reappearing when the DC
is turned back on again.
If you are going to turn off a DC for any length of time, then, in my
opinion, you should demote it.
