I see queries to the NTP, but I see no answers. Is the NTP server listening to the query ?

What is the exact options you used with tcpdump ? Is there any clues in the crony log ?

Did you change the line

bindcmdaddress our.samba.dc.loc

(I guess this has been sanitized, but dom2.tlk.loc not from tcpdump? ) to an IP address ?
