Exactly.

Yes; Strictly, windows client access by default to [homes] and so the home
get created; if you create an account to some user and this user have to
access in SSH to the server, they have no home.
Considering the user case: 'a windows network where a user need ssh access
before doing a windows logon' in your setup... ;-)
