Not that I am aware, well not on Windows, on Linux you could use smbclient.

There is a workaround (shown here: https://ss64.com/nt/net-view.html) , 
not sure if this what you are looking for.

Most people just want to browse the network, which is were Avahi and 
wsdd come in.
