[Samba] 4.16.5 packages for ubuntu 22.04 jammy

After numerous experiments yesterday, including my attempts to have
support libraries (talloc/tevent/tdb) to be common for a few versions
of samba, I changed the layout once again.  Current stuff can be seen
at
   http://www.corpit.ru/mjt/packages/samba/

there's a short README file there.

For now the repository contains current samba-4.16 and samba-4.17
packages for ubuntu focal and ubuntu jammy.
