There are no admx templates for startup scripts (and their can't be,
actually). Group policy is a complicated mess, to say the least. MS
allows many different formats for group policies, from ini files, to xml
files, or registry files. You can even use your own custom file type if
you choose.
The startup scripts CSEs were written to mimic the ones provided by the
proprietary vintela group policy, to make it easier to transition from
proprietary technology to winbind (there are also centrify compatible
policies, fyi). The only way to manage these via RSAT would be to use
their proprietary plugins to RSAT (or write our own, which is messy).
That's what the `samba-tool gpo manage` command was written for.
