So it seems with the "Run Script with External Scripts" hook library
(https://downloads.isc.org/isc/kea/2.2.0/doc/html/arm/hooks.html#run-script-run-script-support-for-external-hook-scripts)
They have the following:

"This library has several hook-point functions implemented, which are
called at the specific packet-processing stage.

The dhcpv4 hook points:

lease4_renew
lease4_expire
lease4_recover
leases4_committed
lease4_release
lease4_decline

The dhcpv6 hook points:

lease6_renew
lease6_rebind
lease6_expire
lease6_recover
leases6_committed
lease6_release
lease6_decline"

So we MIGHT be able to make this work. I'll likely spin up a test
environment to mess with this.
