arm7l is 32bit, you will have to ask armbian if they have a 64bit OS.

It has been mentioned on one of the Samba mailing lists, but just to 
reiterate it here: There are problems with running Samba > 4.14.x on 
32bit systems (arm definitely, x86 possibly, I haven't tested it).

All I can suggest is to use a 64bit OS (if possible) with Samba 4.16.5 
from backports, I know this works.
