It looks like 4.16 samba needs to have Replaces/Breaks for 4.15 samba.
In debian we only had 4.13 and next 4.16, I wasn't aware of any changes
in debian packaging in between.

For this, the easiest way is to remove samba-libs 4.15 package (but not
purge!), - it will remove a few other packages too.  And right after that,
install samba (and winbind) 4.16, - this will install new samba-libs too,
and this will preserve your configuration.

Louis, it looks like we should syncronize lists of files we moved, to
add proper breaks/replaces, to avoid situations like this :)

Having samba-bgpd.8 in samba-libs seems wrong.
