[Samba] Samba 4.15.4 for RHEL8/Centos8 rpms..

Hi,

I've placed my builds of the samba 4.15.4 rpms for RHEL8/Centos8 here:
http://vince.cojot.name/dist/samba/samba-4.15.4/RHEL8

The SPEC files are now a lot closer to their upstream (Fedora) 
counterparts. There were still a few RHEL/Centos-only changes which I will 
attempt to see if these can be forwarded to the upstream maintainers.

I'm now using these builds on my SOHO DCs and everything works fine so 
far.

I welcome any feedback, please let me know if you'd like to suggest a 
change or an improvement...
