[Samba] Where am I connecting when using GPO editor?

This is a bit uncertain, in theory it could be any DC, but doesn't 
Windows allow you to select the DC to use ?

No, you do not need to stop any DC's, but you will need to ensure Sysvol 
is synced to other DC's
