[Samba] Password sync to external command

Yes, we have 'samba-tool user syncpasswords' for this, done in a way
that is much more reliable than the old methods. 

It works best if your other tool accepts crypt() salted hashed
passwords, but GPG-encrypted plaintext is also an option.
