If people notice my server is unreachable. 

The hoster/provider is having problems. 
For some it works, for some not, its the DNS that might not resolv.. 
There are having problems with a DDOS attact at the moment. 

! note, you cant access buy IP because i have a catch all enabled in apache for IP based sites. 
you can try add the ip in hosts file.
