On a Samba AD DC, yes, the Windows SID's are mapped to xidNumbers in 
idmap.ldb and they all start at '3000000'.

I take it that you are trying to set the GPO from a Windows machine 
running RSAT that is joined to the domain and you are doing it as either 
Administrator or as a member of Domain Admins that has the required 
privileges, see here:
