[Samba] pdc emulator dns record missing after transferring role

Also, I moved my PDC emulator role about and had a similar issue. I'm 
thinking the issue is the new PDC not updating DNS because of the DNS 
RPC error. The PDC record not being up to date is likely a symptom 
rather than an issue in and of itself.
