I do not use Ubuntu, but Louis (who knows far more about packaging than 
I do), says this on his webpage:

Where is samba 4.12 for Ubuntu Bionic? Well, sorry guys, you need to 
upgrade to Ubuntu 20.04 Focal Fossa.

Perhaps he will be able to explain why.
