I can confirm that dnsmasq is not running because I have already disabled libvirtd.

Well, I am not 'Centos pieps', but what does 'ps ax | grep dnsmasq' show ?

If it is more than:

XXXX pts/1    R+     0:00 grep --color=auto dnsmasq

That's your problem.
