[Samba] Offline logon and NSS...

Now, tested this on a 4.10.8 on 2 servers. 

Server 1, only winbind running.
Server 2, winbind and smbd running. 

Server 1, restarted winbind, cache file gencache.tdb is not wiped. 
Server 2, restarted smbd, cache file gencache.tdb is not wiped. 

Marco, are you able to test this on a buster machine with samba 4.10.8. 
Im building a 4.10.9 atm.
