I have also done this and still no joy.

The odd part here is that the login text clearly show in in the registry (no way to check password settings I guess)
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System

Just can't understand why it's not working and staring to wonder if it's a windows 10 issues but not sure how to find out. Don't have a windows 7 to test with
