[Samba] Building on RHEL 8

BTW, it would be really cool if the bootstrap system could be updated
in master and then Samba configured to build on RHEL8 / CentOS 8
as part of GitLab CI.

I realise Centos 8 hasn't been released yet but some of this should be
debuggable using the generated bootstrap.sh, and it would be good to
start the iterations to get the package list right.
