I take it 4.6 is actually 4.6.x and 8.3 is actually 4.8.3

There was a problem upgrading 4.6.x directly to 4.10.0, but I thought it 
was fixed, evidently not.

If all your other DCs are running 4.8.3, why didn't you install that 
instead of installing 4.6.x and then upgrading to 4.8.3 ?
