[Samba] forestdns fsmo role transfer fails - module 'samba' has no attribute 'drs_utils'

This has been fixed in 4.11.0 (which hasn't been released yet).

Just add 'import samba.drs_utils'  to the top of fsmo.py, amongst  the 
other imports.
