[Samba] update samba help to download

oh and no i found no mention on website of it. the persons name was bjorn
who mailed me. if he made this decisio or not i am not to know but who did
came up with this idea that has seen bunch of mirrors not update needs to
publicly explain their reasons for making them useless, im no guru but ive
not got the dumb, rsync ssl  which means call external scripting and not
like http to https, is pointless on public repositories, when they are
syncing public files that will no doubt share not on ssl anyway.
maybe give mirrors teh choice to use rsync ssl or rsync proper

stupud, and that person makes this grief for its end users who rely on ftp
mirrors over the current unusable download.samba.org
obvious no thought was give to repercussions for their action
