If there are only 2 or 3 users, then even a PDC is over the top ;-)
Just turn it into a standalone server and run a workgroup. Okay, you
will have to create all the users on the machine (if you want them to
own files & folders), but, for 2 or 3 users, this isn't going to be
hard.

Oh and while you are at it, upgrade everything ;-)
