[Samba] Samba 4.8 repository for Ubuntu

Hi Torin,

fortunatly Louis van Belle creates recent samba packages (4.8 and newer)
for Debian Jessie and Stretch. Furthermore the Debian stretch packages
running on Ubuntu 18.04, too.
