You copied the instruction from the list mail and one where out of the blue "??" are in.. 
http://apt.van-belle.nl/debian?bionic-samba49 main InRelease 
Should be 
http://apt.van-belle.nl/debian/bionic-samba49 main InRelease

So change the ? To / in the aptfile ;-) and procede..
