[Samba] Samba recycle bin configuration

There was substantial discussion about this on-list recently.
While not sharing DC and file sharing duties on the same machine is probably, in general, a better practice [especially for larger sites] doing so is absolutely fine, and *is* supported.

While I can't help with the recycle problem in the OP's query, I don't believe it's related to the machine being a DC and also handling file shares.
